The unit of measurement for LED screen brightness is the nit (cd/m2) with higher nuers meaning a brighter display. As a general rule, you will need no less than 1000 nits for an indoor LED screen and 5000 nits or more for outdoor LED screens. The way to measure this is at a normal angle to the LED screen (i.e. in front) using a light meter.

Candelas per square meter (cd / m²) is the International photometric Unit System of luminance and its used as a measure of light emission in an area of 1m 2. This unit is used to measure the brightness that a LED screen emits with a white image at its maximum power. This measurement unit is also known as nit.
When looking at brightness specifiions of LEDs, the most common specs available are luminous intensity (usually measured in units of candelas or millicandelas) and viewing angle (measured in degrees). The brightness of 1 candela is roughly around the same brightness as a common candle.
As a measure of light emitted per unit area, this unit is frequently used to specify the brightness of a display device. The sRGB spec for monitors targets 80 cd/m 2. Typically, calibrated monitors should have a brightness of 120 cd/m 2.  Most consumer desktop liquid crystal displays have luminances of 200 to 300 cd/m 2.

TVs: 100 to 2000+ nits. This HDR TV can hit up to 1500 nits. Older TVs probably fall in the ~100-nit range, but most modern non-HDR displays fall in the 200 to 500 range. HDR TV works best with high nit counts and generally requires a minimum of 500, with a lot of models aiming for at least 700.
The manufacturer will determine what the nominal (normal) voltage is to run a specific LED, known as the "forward voltage." For example, a blue LED might be rated as 3.0-3.2V. Adjusting the voltage lower or higher will change the brightness, but only because it also changes the current- higher voltage means the current will increase in an LED.
The luminous intensity (unit: candela) of LEDs can be measured with a conventional photometric bench and the standard photometers  under a far field condition, at a distance far enough so that the test LED can be regarded as a point source (typically 2 m or longer).

You may see some LED lights measured in mcd, or millicandelas. The candela is a measurement of the total light generated and focused in one particular direction. This is why you might see a flashlight rated in candelas rather than lumens- it is more useful to know how much light is focused with the flashlight, not the total light, which includes some light dispersed in all directions.
